VCF Performance & Data Senior Analyst – Position Description

General
The VCF Team is engaging in a Transformation effort to optimize the processes and systems that support the 9/11 victims' injury and loss claims. The VCF Transformation Project (VTP) Performance & Data Senior Analyst is a key role on the VTP team with responsibility for supporting the Project Delivery Lead and the Product Owner. This role may also support current VCF operations beyond Transformation.
To be successful in the role, the Performance & Data Senior Analyst must be able to work effectively in a fast-paced environment with competing priorities; have demonstrated skill in taking initiative and seeing a project or work product through to completion; and proven ability to work independently. The successful candidate will be adept at defining performance measures and translating business needs into functional requirements and analytical queries. This role is critical in establishing future performance management and quality operations methodology that will be used by a newly formed team, ensuring strategic alignment with the VTP goals and implementing a framework that remains efficient, effective, and focused on continuous improvement.
This is a senior-level position that offers an opportunity to work on a variety of tasks to support the VTP delivery management team and the VCF Leadership. The ideal candidate will be able to: (1) plan, define and execute the performance management and quality operations strategy; (2) develop and conduct baseline time and motion studies; (3) support the definition of data performance metrics; and (4) establish throughput and processing times for claims operations. Candidate must also bring expertise in business intelligence tools, such as PowerBI and Tableau.
Duties and Responsibilities
The Performance & Data Senior Analyst defines the Performance and Quality Team strategy and structure and helps to define the analytics needed to manage the VCF successfully.
Primary Responsibilities:
• Define Performance and Quality Operations Team Strategy, including developing strategic plans to enhance team performance and quality.
• Inform data reporting requirements and dashboards.
• Develop and conduct baseline Time and Motion studies.
• Support defining data metrics for future processes.
• Establish throughput and processing times for future processes.
• Define data management standards using best practices.
• Conduct complex data analysis and queries to inform both Transformation and VCF Program decision making, including drafting executive reports and dashboards that demonstrate the analyses.
Competencies
• Demonstrated data analysis skills.
• Ability to export data from source systems and leverage analytics tools (PowerBI/Tableau) required.
• Advanced data analysis, dashboard, and report creation skills required.
• Ability to effectively communicate with key stakeholders to determine needs and requirements for management and operational reporting.

• Working knowledge of technical implementation project vernacular, and understanding of Agile methodology and the technical project lifecycle, including high-level knowledge about processes, requirements, and system capability development and tracking, preferred.
• Skilled in coordinating across teams and managing competing demands.
• Demonstrated success working in a hybrid environment.
• Proactively manages work, sets appropriate priorities, and manages time to deliver high quality work on schedule.
• Ability to use VCF systems and tools and DOJ network to complete work efficiently and accurately.
• Exceptional attention to detail and deadlines.
Requirements
• Undergraduate degree with Master's degree in relevant area preferred.
• 10+ years' experience in data analysis and data-driven decision making.
• Proficiency in Tableau or PowerBI strongly required.
• Proficiency in PC applications, including MS Office. Must have expert-level proficiency in MS Excel. Experience working with the Agile methodology and tools such as Jira is preferred.
• Ability to exercise judgment and critical thinking.
• Ability to work independently, handle simultaneous deadlines, and manage conflicting priorities.
• Skills in time management, organization, communication, and problem solving.
• Experience with federal government programs is desired.
• Must be a US citizen and able to obtain a Public Trust security clearance.
Reporting Relationships
• Reports to VCF Transformation Project Product Owner.
Mega Contract CLINs
Proposed candidates may use existing CLINs priced in the Mega contract or the 05-0009 Industry Specialist/Consultant CLIN. For the Performance and Data Senior Analyst position specifically, we would accept the xx-0016 Senior Systems Analyst, xx-0018 Technical Analyst, or 05-0009 Industry Specialist/Consultant CLINs.
